婆 = 女 + 波 : Bessie Coleman (女) is Pinocchio's (p) mother-in-law(婆). As such she thinks its her obligation to teach him how to ride the waves (波) in the observatory's kitchen (o2).

I'll represent 女 by Bessie Coleman, the first female pilot of African American descent.

波 = 氵 + 皮 : Before entering observatory every visitor has to take off their shoes, so there are a lot of leather shoes (皮) in front of the observatory (o1). Beelzebub (b) cannot miss the opportunity to make a huge wave (波) by pouring his water bottle (氵) and to flush away all the shoes.
